All this talk about the Labour Youth camp sexual predator being related to a Labour MP, or high ranking Labour party member got me curious. I know very little about the families of the MPs who lead us, and family is a really important part of who we all are.

Clearly the PM and her partner are very happy to have their family in the limelight which is very nice, if transparently advantageous for the Labour government. First, if capital gains tax is introduced, but excluding the family home, people will invest in their homes, which can only drive housing prices up. If the family home is excluded from CGT, it will disproportionately benefit the wealthy. If my family home was worth $2 million when I bought it, and it went up 10% by the time I sold it, I would have an untaxed capital gain of $200k.

If the home was worth $200k, then the untaxed sum would be $20k. With a CGT of 25%, the more expensive house would have avoided CGT of $40k, the other place would have missed paying tax of $4k; a benefit for the owner of the more expensive home of $36k. This benefits the rich.

If someone was one of the 50% who don’t own homes, then there is no benefit at all. Instead, they might put their money in Kiwisaver, which would rely in part on returns from gains in share value and would thus be subject to CGT. The poor would thus be paying proportionately more CGT than the rich.

So the outcome of this working group, subject to its terms of reference will be that: 1) The more you spend on a house, the more untaxed profit you make when its value goes up. This will drive up house prices even more. 2) If you can’t afford a house, but try to put money in Kiwisaver, you will be hit with CGT. So people will steer away from Kiwisaver.
